Transplant now? Rose cuttings still good?

Can I transplant a few rose bushes in the spring or is this just a fall thing and if I can;
do I prune them before transplanting?

One more question please.
I've had 2 rose cuttings since last fall in a glass of water in warm place.I've changed the water several times. Someone told me these would show roots by spring. They have not changed. Still look just as they did last fall. Is it too late to try the method shown at Hartwood roses with the plastic jugs and rooting hormone?

Now is a great time to move your roses as well as a good time to do the dormant pruning in my area and I would think also for you. If you have cuttings in water for months still looking good, I think I would leave them as is and you may yet be rewarded with roots. Al
