Dr. Huey for root stock?

I have beautiful roses purchased from nurseries not from cuttings as my backyard is all from cuttings and also amazing not to boast. The problem being is the Dr. Huey is growing suckers in and out of the purchased plants. I've just cut back many whole bushes of Huey that were blooming. Last year you could barely see some of my original roses because the Huey took over. The roots and base of the huey's seem to be part of the root stock, totally attached at the large bases and I can't separate them.
