very slow germination

I have a few different varieties of rose seeds which have been chilling since November. Some of them sprouted in the fridge. I chipped the seeds on the others and planted them and have had them on a heat mat for about 3 weeks. None of the seeds are showing any sign of breaking dormancy. Am I doing something wrong? or am I just getting too anxious? Any input would be most welcome.

3 weeks isn't long enough to start worrying about. Its still very early for germinations to start. I have some seeds I sowed 6 weeks ago that are just starting to germinate now.
