White mites on cuttings

Hello I have recieved cuttings on 3 kind of rose cuttings and I cant seem to get them off. (Those three came all together from the same person) I have checked another kind I have also downstairs with them and she doesnt have them on her (knock on wood) anyways how do I get rid of them?

I found them yesterday and I rinsed them off and also replaced the newspaper and plastic shopping bag and I checked today and they are on there again..

Will they hurt the cuttings or should I keep replacing and rinsing or soak... :S
