Gearing Up for the Spring Flush

I've read repeatedly that the best time to attempt rooting is after blooming. Do you all agree with that? I got a florist rose to root over the winter so now I want to try and propagate some of my garden roses. I also have some that are on their last cane, so to speak, and would like to make a new plant and throw away the one cane wonder, but I'm waiting until after bloom.

Advice appreciated!

One more thing--how can I find out if a particular rose is legal to propagate?

To answer the last question, you check the US Patent Office database. You have to know the code name, because that's what the rose is patented under. You can get the code name by first searching for the rose at Helpmefind.com. Then, go to the link below, and enter the code name into the "Term 1" field and select "Title" from "Field 1". If nothing shows up, it isn't under patent. Patents last 20 years, so for example, you can't propagate Knock Out (RADrazz) until February of 2019.
