Gearing Up for the Spring Flush

I've read repeatedly that the best time to attempt rooting is after blooming. Do you all agree with that? I got a florist rose to root over the winter so now I want to try and propagate some of my garden roses. I also have some that are on their last cane, so to speak, and would like to make a new plant and throw away the one cane wonder, but I'm waiting until after bloom.

Advice appreciated!

One more thing--how can I find out if a particular rose is legal to propagate?
