Help Making Cutting

It's been about 10 yrs since I've tended a garden (used to as a kid then it's been dorms and apartments for me) and recently I've started taking care of my mom's neglected flower beds. On one of the rose bushes, a branch has really gotten out of hand and, as it's growing crookedly into the window screen, I intend to cut it all off. Since it's fairly healthy I thought I should maybe take the chance to make a cutting(s) from it. I have a couple simple questions for the more experienced people here.

1.) Should I weight for the buds to bloom before cutting it?

2.) Where should I cut it at (I know it needs to be about 12in but can it be more since I need to chop off the whole branch anyways)?

3.) Should I make more than one cutting?

4.) Should it be planted into a pot or would directly into the flower beds work?
