Best chemical for propagating roses?

It's been c. 5 years since I bought a pound of professional quality rose-rooting chemical. It produced a high percentage of strikes, but I don't need to propagate 10,000 cuttings this year.
1. Is there something available over-the-counter that works well, and is sold in smaller quantities.
2. What chemical is used in rose rooting gel?

Thanks so much, my neighbor has an extremely fragrant pink Hybrid Perpetual rose that I'd like to propagate a.s.a.p..
