How long from cutting to a mature bush

How long does it take for a cutting to grow to the size of a mature bush from the time it is removed from its pot and planted in the ground. Assume for purpose of this question we are dealing with a floribunda or hybrid tea.

I usually advise people when planting a bare root rose purchased as a second year field grown rose will take three years in their garden to reach maturity, and that is its maximum productivity here in our Zone 4-B.

But maximum productivity is not what I am speaking of here. How long does it take to become a # 1 grade bush, and say for instance the productivity of a bush that was bought as a grafted or own root rose bush from the nursery and planted and grown in its first year.

I am more interested in learning how long it takes for a cutting, once in the garden, to get to a reasonably good sized plant that is flowering regularly and is reasonably productive.
