When is the best time of year to start cuttings from a climbing rose (New Dawn) and the "Fairy"-rose in Western Washington?

Thank you.

I would simply wait until after the blooms are spent so that you have the pleasure of the blooms, but you don't have to.

Late Autumn is best if you plant to root outside in Winter. Otherwise Early Spring rooting of younger canes is Ok provided that you can find a cool place in your garden with bright indirect light for rooting. A touch of very early morning Sun for about 1 hour is very beneficial in this case.
