potting rose cuttings

Hello!
I live in San Antonio, and recently obtained cuttings, have no idea what varieties they are, from a friend. I stuck them in pots with my brugs and they are producing leaves and well rooted I think.
I am definately not going to put them in the ground now, way to hot, and may decide to container these permanently.
My question is, should I graduate the size of the container as they grow, or put them in what very well may be their permanent one?

i would first check that there is for sure roots - leaves can grow just from the stored carbohydrate in the stem - i usually go from 4" pot to 1 qt sized pot and graduate gradually. - paul m.
