perplexed, please help

I am trying to understand this: When rooting cuttings, we are to use an environment that is closed and damp with no air circulation. Normally these circumstances would render the rose ripe for all manner of fungal problems. Why is this the correct conditions for propagating and not general growing?

I am having problems with a lot of my cuttings getting rotten and having to be discarded. Latest victim: the much debated propagation of Penny Lane. Her stem went brown. Could it be that I enjoyed her too long in the vase before setting her up for rooting?

Plus I have what looks like fungus gnats flying around in one of my bags. The cuttings seem to be doing fine though.
