weeping china doll rose trees

Hello everyone,

I was recently given two weeping china doll rose trees as a gift. They are potted in tall (36") x 20" wide pots. So far they have not got any buds on them and here it is June already. Is it wise to take them out of their pots and replace the potting soil? these trees have been in this soil and these pots for 3.5 years at least. I cannot see getting larger pots as these are HUGE already.

Also, there is a small stem with leaves growing from a surface root. Can I cut this off and will it grow on it's own?

Any help with these roses would be appreciated.
