Cutting was rooted but not growing

I've had this rose rooted since February. It's now in a 1 gal. pot in the shade house where is has all day filtered sun and very good conditions; the other cuttings are growing but not this one. I tapped it out of the pot yesterday and there are no roots showing but it's not dying. I've been giving it fish emulsion along with the other cuttings and they are loving it. What's happening?

I havent tried with roses, but on other cuttings ive had rooted , no new growth, once well rooted i have given them a quick spray with gibberellic acid solution ( GA3 ), and it usualy trigers new growth to start
