Rose cutting growing shoots, no roots

Im rooting some cuttings in clear pots, inside plastic bags, of a few of our roses, on a few ive now got sone quite good roots forming ( fter about 3 weeks ) some of these cuttings have small bits of new growth forming , the old leaves on most have fallen off and there are buds looking like they are about to grow on most of them

But on some from 2 other roses ( only from 2 unknown rose bushes ) taken in the same way , i have no roots visible yet (i took out a few from the compost, carefuly),

But even though there are no roots ,since the leaves have fallen off i now have 2 to 3 inch stems of new growth from the top bud, shooting upwards on all the cutings from these 2 bushes, rapid growth, no roots at all

Should i snap the new growth off, or leave it?, are they likely to root?
