How to get a 'leggy' tree rose to bush out

I have a tree rose of Hot Cocoa. It was a cleareance Roses that I got last year at 75% off becasue one of the 3 grafts had died. The other two are in great shape but they are long and leggy and the rose looks lop sided and just plain pitiful. I have tried to prune it but am afraid to be too aggressive because I am not sure how to prune a tree rose. I have had great luck rooting the cuttings that I get when I prune but the tree rose isn't looking much better. Any advice?
