How many watt light do I need to help roses grow?

I am trying a mini indoor greenhouse using a clear container, some cuttings from roses, and a florescent lamp attached to the top of the container. The container is not large enough to fit a big light, but the one I got that fit it is only 65 watts. I don't know if that is enough to make them grow or not. Please help!

If you're getting 2500 - 3000 lumens per square foot, that should be plenty. Keeps the plants within inches of the lights.
