Propagation from Sheila's perfume question

I have a Sheila's Perfume that needs to be pruned back now that it is almost October. I have a couple of really large canes that got away from me when I was ill.
One of the large canes is maybe 1" in diameter. It is about three feet 3 1/2' long, where it then has tree branches that are ready to put out a bloom.
After it booms I would like to take the three 18" inches and the 3 1/2 feet down. But I would like to try and root them, so as maybe I could make them into rose tree stems. Is this possible?
Should I be trying to root the stems, before I try and do the chip budding? I really haven't had much success in regular propagation, but since I need to trim this bush anyway, I would like to try---- and would like the best possible way for the best possible success.
