Rose pruning/transplanting

This is my first time to the forum, and I have done some research and think I hae the answers I'm looking for. However, i hope it is acceptable for this post just to confirm.
1. I have a bush that appeared dead after this severe past winter. All the canes were dry and brittle. but before I got around do digging out the bush, there were a bunch of new canes emerging from the ground in front of the old bud union. The bush appears healthy, but produced no flowers. There are three long canes over 10'! Do I prune these long canes back to 16-18 inches like the others late fall? Is there anything else I should do to this plant in hopes of producing flowers next year?
2. I need to transplant a young climber to a spot with more sun. Am I correct in that this is best done next spring/
