Bottom haet

I am considering using bottom heat for rooting some cuttings. Has anyone ever used a waterbed heater to provide bottom heat? The commercial mats are expensive, and don't have a thermostat. A waterbed heater is larger and ahs a thermostat already. My concern would be that the heat couldn't be set low enough. Thanks, Jeff
