I have found that most people that have any type of garden will share seeds or cuttings or advice. I would snuggest that you find a neighbor that has roses growing. Talk them into letting you have a couple of their rose hips (seed Pods)http://www.gardeningknowhow.com/flower/growing-roses-from-seed.htm
You can also check cemeteries. A lot of times, you can find beautiful antique roses there. Check out "Rose Rustlers" http://www.texasroserustlers.com/
One of the best ways I have found to start roses is by cuttings. I love to propagate new plants. Good luck to you!
