I'd love to know the answer to this one too. I have a yellow Lady Banks Rose( I'm assuming that's what you're talking about.) And I tried to propagate three times from cuttings dipped in rootone, with no success.

Banksiae are harder to root from cuttings than most roses. See the link posted by kerai however. It can be done. But try layering, it should work better for you and is easy. Bend a cane down to the ground. Bury the mid part of the cane about 4 inches deep in soil and put a brick on it to keep it in the ground. Leave a long tip sticking out of the ground. Walk away and forget it. You may help things along if you score the bark where the bend is and bend it up fairly acutely without breaking the cane. When rooted, just cut the cane free from the mother plant.

If the branch is not long enough, air layering will work also.
Begin the layering below a node.Remove a ring of the bark about 1/2 inch wide under a node. Dust the stem with rooting powder.Take some damp moss and put around the stem. The moss should not be too wet. Wrap the whole thing in polyethylene. Tie top and bottom with yarn or garden twine. Sit and wait. This is normally faster to form roots than a cutting since the part you try to root is still attached to the mother plant and as such still receives the feeding thru the mother. Once rooted, cut it off right below the moss and plant as usual.

Your rooting problem might also be that you're using a rooting hormone that is too weak. Most rooting hormones sold at the garden stores are actually made for softwood and not necessarily for hardwood cuttings. Once the cutting is a bit too mature you need a stronger solution to trick the plant into forming the tissue that eventually will give you the roots.Products like Rhizopon, Hormodin, have a much higher concentration of the rooting acid than does the rootone.
