Sprouting new branches

Hi!
New here and know nothing about roses.

Last summer, one of the gardeners in my rental went ahead and whacked off a full branch on my personal plant. It only had three to begin with, and there was nothing wrong with it. Now there's only two.

How do I get it to sprout more branches off the base? I've spent the last several months researching this, but I guess I'm typing in the wrong keywords and phrases because I keep getting results for rooting cuttings. Note: Again, because I don't know anything about roses.

Photo is recent and its just been through two storms. New growth is popping up on the other two branches, but no new branches have started.
