You could look around at public plantings for rose hips to gather. I often find them there. The only problem is you don't know what they'll be. As for cuttings it's too late in the season to take them in your area. I'd ask again next spring.

When is the best time for my area. I have been told and read some many bifferent things. I can't figgure out what
is right for here. And there dose not seam to be a lot

I have seeds from my mini roses and from my fragrant Dark pink Damask rose! you can have for postage. There might be hips on my red climber as well.This is one of the mini roses!
