rooter pot question

So I got my rooter pots yesterday and plan to use them right away. I have some beautiful just spent rose blooms I want to try. However, what is the best medium? I don't know whether to use moss (sphagnum?), or a mix of potting soil and perlite, or something else entirely. I am leaning to the potting soil idea so that they won't get shocked upon transplanting, but I don't know, I'm a complete newbie to propagation.

I used coconut coir when I did my rooter pots. I got 20 0f 22 to root. The two that didn't were Dr. john Dickman and I think it didn't take because it got so danged cold all of a sudden in October.
