Great photos! But I think the plant may be S. gesneriiflora. the real S. pulchella may not be in cultivation. What was known as that for some years has been provisionally renamed as S. univerticillata.

I agree with Robin. The sage looks like S. gesneriflora `Tequila'

If only I could get it to bloom in the summer.

I defer to your expert IDs. I purchased the plant from the UC Berkeley Botanical Garden and that's what the tag said.
The plant is rangy and parts are 7 feet tall. It is in a location where there is frost protection from nearby trees and I would say the location is part-sun. I'm in the Bay Area so we get occasional frost, but temps under freezing are not frequent. This is the first year it has put on such a colorful show.

This is the second clearly mislabeled Salvia from the UCB BG in the last few months. Volunteers are not necessarily botanists.
