Fragile branches on 'San Antonio' Sage

Hi everyone:

I posted here before, a few months ago, with watering questions about three 'San Antonio' Sage I planted.

I lost one sage because I didn't water it enough after transplanting; I lost another because I accidentally snapped off the branches at the base with the hose while watering, soon after transplanting. I left it in the ground but it's never grown back.

Thanks to the advice I received, I had one lone survivor! It's been putting on new growth but, today, I discovered that all the branches were recently snapped off at the base >:-( I'm sure it was a dog, the neighbors allow their dogs to use the neighborhood as a bathroom and I've seen the dogs laying on my shrubs and other plants as well.

What to do?! I can't believe how fragile the branches are!!! I had no idea sage could be so easily destroyed.
