Your seed should germinate at a soil tempertaure of
70 degrees. No cold stratification is needed. Did you
collect your own from your garden or buy some? I have
Victoria and do it from cuttings the seed never comes up
in my garden.Many of my wild S. farinacea do. The Victoria
and Evolution just don't.

I've bought my seeds online from stokes. I was thinking of trying one pack in a wet paper towel on top of my fridge, I've had luck with other hard to start seeds with this method. Any help would be great. I can always buy plants at the local nurseries here but it sure would be great to grow from seed.

If you keep a consistent temperature you should be fine getting your seed to germinate. Have some containers ready to go when you see the root coming out of the paper towels.
The other option is to direct sow into a moist soil media
keeping air circulating around it will help with keeping insects away.Once the first set of true leaves emerge
you may try a foliar application of Seaweed. Keep it close to a good light source so it does not get weak and fall over.
