When to cut back S. uliginosa?

I've always heard to wait until new growth appears before cutting back Salvias in the spring, but S. uliginosa has stayed green all winter except for the taller stems. Is it ok to go ahead and cut it back? I'm zone 7b, North Carolina. Are there any "rules" for cutting back differnet kinds of salvias? Thanks!
