Can an old mulch pile become a raised bed?

I had a huge pile of hardwood mulch dumped at the corner of my yard three years ago that's starting to decompose but still pretty course. The area would be about 10 by 10 and is 18 or 20 inches high at its tallest point in the middle.

Rather than amend the whole thing, do you think it would work to just make planting pockets and add soil where I want to put each plant?

I'd have better drainage in a raised bed but how does it affect a plant's zone hardiness in the winter to be in a higher spot? I'm in zone six. Do you think my salvias like greggi and guaranitica would be more likely to survive the winter if the bed is higher or lower but still raised?
