Will Salvia Greggi root in water?

Several stalks of my new salvia were broken off at the base by my cat. I immediately placed them in a vase with water hoping that they will root. I purchased this particular plant at the Lady Bird Johnson Native plant sale a few weeks ago. Has anyone rooted these in water or should I put rooting enzyme on them and place them in potting soil?

Won't root for me in water - rots too easy.

I have put mine in seed starting soil in a container out of full sun and have rooted them. I have used both rooting hormone and not. They break so easily :(
