Im afraid I have neither of those types of salvia so my photos wouldnt do you any good. But any new growth may come from the old wood from last year or growth nestled amongst that old wood. My salvia are mainly guaranitica , microphylla , and greggii.

These are alpine meadow sages, and will send out shoots around the periphery of the clump. It's unlikely to come from old wood above ground, but don't cut it back just yet.
