bog sage not growing

Hi! I was wondering if anyone could give me some advice. I had bog sage growing in our garden for a couple years. It was beautiful and so easy. I didn't have to do anything special to it at all except cut it down in the early spring and every spring it would grow vigorously up to about 5 feet tall and by summer have tons of flowers. Then the last couple years it just stopped growing. It didn't really die. It just sat there and didn't really grow until around fall it got a little bigger and had a couple blooms.

This year, it looks like it is the same. I have not noticed any new growth yet. It is just sitting there.

I thought maybe it was just dying so I got a new plant last year and planted it near the old one and the same thing happened. It just never really took off. This year that new plant is also just sitting there with no new growth.

What do you think I can do? Thanks for your advice!

I don't know where you have yours planted, but I found that in CA this Salvia must be in afternoon shade and have daily water.

OR, is something eating the roots?
