why take cuttings at the end of summer and not spring?

i have a bunch of salvia's coming in the mail. I like to overwinter plants in my garage( a nice and steady 40F)

Am i right to assume that when you take cuttings at the end of summer that you are overwintering them under lights??????

All of my rooted cuttings from the end of summer died in my garage.

It would seem that the cuttings taken in early spring would be big enough by winter to survive dormancy in my garage.
