Anyone very familiar with salvia pachyphylla?

I saw this in a catalog and fell in love with the different look, so I got one last spring. Since I don't live in a "California-like" climate, I planted it at the top of a sunny slope with lots of peat moss and perlite in the planting hole for good drainage. It did well over the summer, even bloomed. It even survived our winter, which was unusually harsh this year. However, unlike my other perennials, it hasn't really "taken off" this spring. It's alive, but not getting that initial flush of growth like most plants do this time of year. Does anyone know if that's typical for this plant, or is it just not very vigorous anywhere but in places like California or Nevada?
