So can I prune it, even down through the woody stems?
Also can I take cuttings and how and when do I do that with this plant?

I don't think it's S officinalis but it could well be a hybrid between that and S interrupta, or one of the others in this group which I'm afraid I don't know very well (not S candelabrum and probably not S ringens).

I wouldn't cut into the woody bit but you can probably clip over the top. Try semi-woody cuttings, cut the leaves in half, any time during the growing season. Does it make seed? If not it probably is a hybrid.

S officinalis is a true shub and the flowering kinds (as opposed to the lower-growing foliage kinds like 'Icterina') get taller and develop a proper woody structure. If yours does this as it matures it probably is S officinalis or a hybrid of it, but if not it'll be one of the woody herbaceous group to which those I've mentioned belong.
