Need help with salvia problems...

This is my first year with salvias and it's not going so well. My annual salvias have light green, droopy leaves, and are not growing or blooming.

My perennial May Night salvias have yellow leaves, are not growing, and have not bloomed again since I cut off the first set of blooms. They're also getting eaten by something and look like they might have a bit of rust. Are they fairly susceptible to disease?

Is it possible I'm watering too much? How much fertilizer do they like? I thought salvias were pretty easy to grow since you see them at all the malls, but they're obviously not easy for me!
