My blue salvia - what on earth is it doing?

I live in the very southernmost part of British Columbia, Canada: the hottest place in Canada, in fact. We get summers of over 100 F, and then winters where it can dip below -30 or -40 F. So, it can be pretty traumatising on plants here.

Anyway, last year I purchased 3 lovely blue salvia plants - the tall spikes with flowers all along the spoke - and enjoyed them quite thoroughly in my garden. This year, two of the salvias had, as expected, died. But one somehow survived the winter, so I left it alone. And now, it has no flowers, but it does have these huge stems on which are big spike-covered green balls.

What on earth are these green spike-covered balls my salvia plant has grown in its second year? I'm not sure if they're seed pods, because everywhere I've searched online says those wee little purple 'nutlets' left over when the blooms faded last year were the seed pods.

Your information is very much appreciated! I'm a tetch baffled.
