Hi-
I have a location in my garden that gets filtered sunlight a couple of hours a day during warmer months. Would salvia c. bloom under those conditions? thx

You first need to make sure that there will not be tree root competition, since trees and shrubs (maples and dogwoods, for instance) are very aggressive and will choke out perennials.
