Need tips on how to root and overwinter cuttings

Hello, all. This is the first time I have visited this forum. Some very interesting stuff!

I grew Salvia, Mystic Spires, for the first time this year and have fallen in love with it. Since I purchased it at a garden show 200 miles away, and have never seen it in my area, I would like to root some cuttings just in case it doesn't return for me. (Plus, I would like more for other areas next year.) I have had good luck with cuttings of other plants in the past: rooting hormone, stuck in potting soil, under a plastic dome. I know, however, that Salvias are somewhat different. I have an unheated basement, an unheated garage, and a fluorescent light plant stand inside my house. Our winters are mild, rarely falling below 20 degrees. Any chance cuttings could make it in pots outside? I will appreciate any and all tips on how to get the cuttings to root (our daytime temps are still in the high 80s to low 90s), as well as how to keep them alive through the winter. Thanks!
