The Black & Blue salvia that I have does not seem to produce seeds. I checked the flower-producing parts right after the flowers fall off and I also checked them after the flowers dried up, there were no seeds or anything that looked like seeds. Is that normal?

Ooops, this is a mistake. I am not sure how it happened but please disregard. Thanks.

Yes they do produce seeds but they fall out really quickly and it is hard to gather any. I was lucky and gathered some about 50 seeds and you can feel the flower down at the calyx , if the seed is there you will feel a hard or firm bulge right at the base if not go to the next one. I dont think I be able to get any more though.
