Not exactly sure what you mean without seeing a picture. Certainly sounds like they are new growths which as they develop will form new rosettes. If nothing happens after a few months & providing you are watering during the growing season, then by all means remove them when re-potting. Take care to allow the cuts to dry out a little before replanting or rot may get in. Shouldn't be a problem with a good porous & well aerated mix.

This sounds like growths that have lost their leaves, and only the base remains... Also not sure without a picture.

Encouraging Sans is a tricky business. Moisture is the enemy with birdsnests, so how DO you convince it that it loves where it is at, and should Grow, Grow, Grow? I don't know. Mine are stalled right now, since the move. Can't seem to find places that they like. You could try brighter light, and some bottom heat. I have found that brighter light can be the answer to nearly any question (within reason) especially when dealing with stalled plants. Not meaning to move them from no sunlight to the middle of your yard, but increase the length of time they get light and the amount of light, while taking care not to scorch or sunburn.

I repot right away after dividing, cleaning up, or just generally potting up in size. I DON'T WATER for a week or more, after I pot them up. If I leave them setting to callous, a month or so later I will finally remember them and then they look terrible.

Yeh i'm pretty sure they are old growths that lost all their leaves, not new growths that haven't leafed out yet. I just wanted to make sure there was no way to make them wake up before i remove them from the pot. Wishful thinking ya know)
