Sans in suspended animation

I have a small shady spot that I've been gardening for about three years or so. At the very beginning, I took some run-of-the-mill variegated sans and put them in an area that gets probably zero direct sun but lots of diffuse light. Last year I bought a cylindrica, if that's how you spell it, and put it in the same general area.

Well, neither species has done a darn thing. They barely grow at all. They get water about once a week, occasional fertilizer. Other plants nearby, including succulents are doing well.

I have another patch of variegated sans in a spot that gets direct morning sun and they are getting huge, with a bit of color loss on the side that faces the sun.

So I'm not sure if it's the shade or the soil. The soil is awful. You could make pottery out of it.
