Chris,
We need to know if your property line is blasted with hot sun or shady before giving some suggestions.

I am battling a similar situation. I am using vibrunums and wax leaf ligustrum with a pyrocantha blocking a cut-through. Then, in front of the evergreens, I am using daylillies, hydrangea, azaleas and amaryllis.

Oleaders would be great in SC, but not always evergreen here in NC.

Lots of things could work.

Soil? exposure? How high? Give us a few clues.
