Hibiscus pests

I have 2 hibiscus trees that really thrive all summer long. They shed everything in the winter and come back. Something is eating one tree this year as all the new, young leaves are flourishing. There are irregular holes everywhere - about 80% of the leaves. No pests that I can find. I suspect catepillars? I put slug bait out already. Any suggestions? The first branch of the tree is 3' from the ground. How in the world is a catepillar getting up there?

And - same type problem on my coleus in the back yard....
