Need Help!... Turning a Plowed field into Pasture

We are trying to fence in an area of plowed field and turn it into pasture for horses. What's the most do-able way of going about it? The field was planted with some sort of grassy cover crop. It was then "burned" with fertilizer, and now it is dying, so there will be dead grass all over the field. It will kind of be a blank slate. I really don't know what to do. Thanks
