ground cover for hill

Need ideas to cover a 325 ft by 25 ft hillside. Guessing the grade is around 10%. Working on an Eagle Scout project for our church so cost is important.

Have you looked at Apocynaceae 'Vinca Vine' (Periwinkle). It spreads rapidly and it even flowers. It's great for bank covers. We used this on our property for a hill that kept eroding and it really worked great. They are suppose to be planted about 12" apart, however it really tends to take over an area so I would recommend spacing it out more.
