I wish you had a pic. But you know if you are planning on trying to get roses to grow, just plant all of it and who cares, lol. Whatever is good will sprout.
Rose seeds are hairy and it can be just a bit or a lot depending on the rose.
If you were planning on trading, you should leave them in the hips so they do not dry out. Once out of the hip, they will dry out and go bad. Though, your hip sounds awful dry, so I wonder if they matured some time ago and the seeds are getting dry also.
