Sending Seeds Taken Out of Cold Stratification

Hi, thanks for your help...

This is a two part question actually:

I've sown for almost a week now seeds of Pinus strobus (White Pine) that had finished the required cold stratification requirements. A guy in Tennessee wants me to send him some of these now but the problem lies in that he plans to sow them in the earth right now, or so I'm thinking that is..

What's the deal with germination of seed already having been removed from cold stratification?

I know from experience that seed left too long in cold strat will result in germination. This beckons another whole question of course.
