Hi Anita,
I think your best bet is to soak the seeds you wish to plant in warm water to rehydrate the skins. Then do what is recommend for first harvesting them in the book Seed To Seed which is to run them against a mesh strainer which breaks up the skin.
At the is point, don't worry about if you get all the off, you just need them broken so that the germinating seed can open without being impeded by a solid skin.
