When to harvest Tecoma Bells seeds?

My Tecoma Sparklette is already (May 25) full of seed pods. If I want to keep some seeds for planting/trading, should I leave them on the plant until they turn brown? Or will they still be good for planting if I trim them off now and dry them off the plant? I have read that removing the seed pods will promote more blooms during the growing season. So I'm torn which way to go. Any advice is appreciated!
